    This Regional Law defines the modalities of establishment of protected areas of local significance that can be set up by proposal of local government, citizens, legal persons and social associations.

    This Regional Law regulates some issues in the sphere of organization, conservation and management of protected areas with a view of conservation of unique and typical ecosystems, wild fauna and wild flora species, genetic fund thereof, and ecological education. Regional Government shall reserve land intended for institution of protected areas, also through expropriation and imposition of use restrictions for economic activities. Grounds for land reservation shall be land-use planning project envisaging institution of protected areas. Land reservation period shall not exceed 7 years.

    This Regional Law establishes the modalities of elaboration and submittal of land-use planning documentation by the competent bodies of local self-government. Decision-making related to land-use planning projects shall be made (or rejected) by the competent body within ten days from the date of submittal of land-use planning documentation.

Regional administration shall implement common policy in the sphere of land-use planning, law enforcement and performance monitoring of land-use planning.

    This Regional Law establishes legal grounds in the sphere of ensuring safe management of pesticides and agrochemicals with a view of ensuring protection of human health and environment. Citizens shall have the right to: (a) favourable environment free of hazardous factors that can have impact on human health; (b) full compensation of damages caused by violation of the legislation on transport, storage, trade and application of pesticides and agrochemicals; and (c) access to reliable information on application of pesticides and agrochemicals.
