    Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.

    Despite interesting patterns from the past and at least superficially striking parallels with the present, policies on Afghanistan have not been adequately informed by an understanding of the country’s history. Nor has the extensive academic literature on Afghan history been translated into policy; on the contrary, much that has been attempted in Afghanistan since late 2001 has been remarkably ahistorical. This report identifies broad historical patterns and distills relevant lessons that may be applicable to policies during the 2011 to 2014 transition and beyond.

    Rural Land Management in Bangladesh

    Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high-density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that the current land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption.

    The period under review covers 20 months under a coalition government, a constitutional crisis and a few months when the president and the prime minister, leading different political parties, jockeyed for position. There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.

    In 2018, the ruling People’s Action Party (PAP) managed to designate a future prime minister, Heng Swee Keat. He is likely to take the place of current Prime Minister Lee Hsien Loong after the next parliamentary elections, which have to take place at the latest by January 15, 2021. Heng is viewed as a safe choice, who has a long and balanced career in the ruling party. He will face many challenges as the first leader in the post-Lee era, such as increasing political demands, geopolitical changes and economic problems.

    A major investigation by Global Witness has revealed how Cambodia’s ruling family are pulling the strings on Cambodia’s economy and amassing vast personal fortunes with extreme consequences for the population. The report, Hostile Takeover, sheds light on a huge network of secret deal-making and corruption that has underpinned Hun Sen’s 30-year dictatorial reign of murder, torture and the imprisonment of his political opponents.

    Malaysia’s democratic transformation took a historical turn between 2017 and 2019. The opposition coalition, the Pakatan Harapan (Alliance of Hope, PH) won the May 9, 2018, general elections, setting the stage for Mahathir Mohamad, the chairman of the coalition, to become the 7th prime minister of Malaysia (he had previously served as the 4th prime minister). This was the first victory by an opposition coalition after 61 years of rule by the Barisan Nasional (BN) coalition led by the United Malays National Organization (UMNO).
