Aujourd’hui, plus de 3,2 milliards de personnes dans le monde vivent sur environ 2 milliards d’hectares de terres dégradées. Par ailleurs, 500 millions de personnes habitent dans des zones déjà touchées par la désertification. Ce phénomène, s’amplifiant et touchant aujourd’hui tous les continents, représente un réel danger pour la santé humaine, la biodiversité, le climat, la sécurité alimentaire, la stabilité et la sécurité.

    As per the provisions of rule 10 of the rules of procedures of the United Nations Convention to Combat Desertification (UNCCD) Conference of the Parties (COP), the second intersessional meeting of the Bureau of the thirteenth session of the COP (COP 13) held in Guiyang, China, on 26 February 2019, endorsed the inclusion of a new agenda item on land tenure, under new and emerging issues, for consideration at COP 14. The Bureau further requested the secretariat to submit a background document in that respect.

La Asamblea General de las Naciones Unidas aprobó, en septiembre de 2015, la “Agenda 2030 para el Desarrollo Sostenible” que define 17 objetivos de desarrollo sostenible (ODS) y una serie de metas entre las que se destaca la meta 15.3 que involucra la neutralidad de la degradación de la tierra (NDT).

    El presente Decreto dispone que todas las instituciones del Sector Ambiente, Energía, Mares y Ordenamiento Territorial y del Sector Desarrollo Agropecuario y Rural, tal y como se definen en el Decreto Ejecutivo N° 38536-MP-PLAN del Reglamento Orgánico del Poder Ejecutivo, integrarán acciones en sus programas, proyectos y en sus planes de desarrollo institucional, con el fin de lograr una "Articulación Intersectorial para la incorporación de los Principios de Neutralidad de la Degradación de Tierras en la Lucha contra la Desertificación, la Degradación de la Tierra y la Sequía".
