    Companies in the business of selling farmland to billionaires and pension funds are peddling it as a green;sustainable and socially responsible investment. This propaganda is working. The digital land records and massive quantities of data that big tech companies like Microsoft and Amazon are vacuuming up from farmersfields make it easier for the companies to scour the planet for profitable farmland deals. They can also use satellite technologies and drones to monitor their farms from a distance. But the world’s farmland is finite.

    Why this study?
    Recent years have witnessed an increase in violent conflicts involving pastoralists in parts of West Africa and the Sahel. They often take the form of clashes between herders and farmers, impacting human, national and regional security.
    Given its mandate and role in conflict prevention, the United Nations Office for West Africa and the Sahel, in collaboration with the Economic Community of West African States, initiated this study in 2017 to examine the causes and identify concrete solutions to conflicts related to pastoralism.

    Opportunistic land encroachment, resulting from costly and incomplete enforcement of common land boundaries, is a problem in many less-developed countries. A multi-period model of such encroachment is presented in this paper. The model accounts explicitly for the cumulative effects of non-compliance of regulations designed to protect a finite, non-renewable resource - in this case common land - from private expropriation. Gradual evolution of property rights from common to private - the consequence of encroachment - is demonstrated to be an equilibrium.
