    In pursuing its aim to develop housing rights jurisprudence in Sri Lanka and in building the capacity of practising lawyers in the field of housing rights, COHRE Sri Lanka initiated a research project on housing and land laws in Sri Lanka. This publication is based on the findings of this project and is intended to provide an introduction to Sri Lanka’s housing and land laws. Its detailed analysis is confined to the main laws relating to land and housing.

    This exploratory study was designed to capture the main features of agrarian change in the upper part of the basin that depends mostly on anicuts. These anicuts amount to 59 percent of the total basin anicuts in terms of numbers, but to only 43 percent in terms of irrigated area. They are generally very old (the history of some of them goes back to 2000 years; see below) and obviously, many changes have occurred during this time.

    La sécurité de la tenure est une condition essentielle à la gestion durable des forêts. La diversification des systèmes de tenure pourrait servir de base à l’amélioration de l’aménagement forestier et des moyens d’existence locaux, en particulier là où l’Etat ne dispose pas des moyens suffisants pour gérer les forêts.
