Identifying the Constraints to Inclusive Growth in Indonesia's Second-Largest Province

    Reports & Research
    Training Resources & Tools
    February, 2011
    Indonesia, Eastern Asia, Oceania

East Java is the second largest contributor to Indonesia's economy with a growth rate similar to national level and other major provinces in Java. Nevertheless, for a province that is expected to be a major economic center in the country, there has been very little change in the region's economic structure in the past 10 years. Since 1995, the share of industry and agriculture in the economy is almost unchanged. Furthermore, the growth in both of these two sectors has been low, despite the fact that industry was once the main driver of the East Java economy.

    Bangladesh

    Bangladesh has recorded impressive
economic and social gains since the 1990s. Recent growth has
been at levels close to six percent. The country has doubled
per capita growth and taken large strides toward reaching
many Millennium Development Goals (MDGs), ahead of many
comparable countries. Attaining the MDGs calls for
accelerating economic growth to six-seven percent a year.
    Accordingly, Bangladesh's Poverty Reduction Strategy

    The worldwide concern with deforestation
of Brazilian Amazonia is motivated not only by the
irreversible loss of this natural wealth, but also by the
perception that it is a destructive process in which the
social and economic gains are smaller than the environmental
losses. This perception also underlies the diagnosis,
formulation and evaluation of public policies proposed by
government and non-governmental organizations working in the

    Bolivia

This paper explores the reduction of
food insecurity in Bolivia, adopting a supply side approach
that analyzes the role of agricultural spending on
vulnerability. Vulnerability to food insecurity is captured
by a municipal level composite -- developed locally within
the framework of World Food Program food security analysis
-- that combines welfare outcomes, weather conditions and
agricultural potential for all 327 municipalities in 2003,

    Africa

This paper sheds light on how to harvest
the "youth dividend" in Sub-Saharan Africa by
creating jobs in agriculture. The agriculture that attracts
the youth will have to be profitable, competitive, and
dynamic. These are the same characteristics needed for
agriculture to deliver growth, to improve food security, and
to preserve a fragile natural environment. With higher
priority accorded to implementation of well-designed public

This paper uses farm panel data from
China to examine the dynamics of land transactions, machine
investments, and the demand for machine services. Recently,
China's agriculture has experienced a large expansion
of machine rentals and machine services provided by
specialized agents, which has contributed to mechanization
of agricultural production. The empirical results show that
an increase in nonagricultural wage rates leads to expansion

The aim of this discussion paper is to
ascertain the government of Lao's (GoL) current
practices in negotiating, awarding, and managing land
concessions; enhance GoL understanding and commitments to
develop national capacities targeting improved land
management, that will generate revenues for GoL, and ensure
sustainable development as an urgent priority; and provide a
basis for dialogue within the government to enable its

    Vietnam

The authors examine the impact of land
reform in Vietnam which gives households the power to
exchange, transfer, lease, inherit, and mortgage their
land-use rights. The authors expect this change to increase
the incentives as well as the ability to undertake long-term
investments on the part of households. Their
    difference-in-differences estimation strategy takes
advantage of the variation across provinces in the issuance
