Public spaces are believed to make cities more liveable, healthy and socially equal. To date, discussions about public spaces have primarily revolved around emblematic types, such as squares and parks, while little attention has been paid to cemeteries. Drawing on a review of public space scholarship and cemetery research, an analysis of strategies for cemetery development in two Scandinavian capitals, Oslo and Copenhagen, and interviews with stakeholders, this paper elaborates on the cemetery as a special type of public space.

    Conference Papers & Reports
    June, 2012
    Papua New Guinea

This paper examines the various ways in which migrant settlers have gained and maintained access to land in the informal urban settlements of Wewak, the provincial capital of East Sepik Province, Papua New Guinea (PNG). Urban population growth in PNG and in Pacific Island states more generally is predicted to grow rapidly over the next two decades. Given the limited availability of formal housing for lower income people, it is likely that many will live in informal urban settlements on land owned by customary landowners.

The paper outlines issues arising in a planning process with a poor tribal group who have no legal title to the land where their homes have been for decades. Families live with the constant fear of eviction, an ever-increasing occurrence in Thane District where land prices are rising rapidly due to proximity to Mumbai. The character of the project was identified and a planning approach and management tool was selected. Six months later, a second assessment was done and project modalities adjusted.

    Land Reform in Tajikistan

Consequences for Tenure Security, Agricultural Productivity and Land Management Practices

    Journal Articles & Books
    January, 2008
    Tajikistan

This paper examines the impact of land reform on agricultural productivity in Tajikistan. Recent legislation allows farmers to obtain access to heritable land shares for private use, but reform has been geographically uneven. The break-up of state farms has occurred in some areas where agriculture has little to offer but, where high value crops are grown, land reform has hardly begun. In cases where collectivized farming persists and land has not been distributed, productivity remains low and individual households benefit little from farming.

Whose land is it? Land reform, minorities, and the titular “nation” in Kazakhstan, Kyrgyzstan, and Tajikistan
    Peer-reviewed publication
    March, 2014
    Kazakhstan, Kyrgyzstan, Tajikistan

Each of the post-Soviet Central Asian states inherited both inefficient collectivized agricultural systems and an understanding of the nation rooted in categories defined by Soviet nationality policy. Despite the importance placed on territorial homelands in many contemporary understandings of nationalism, the divergent formal responses to these dual Soviet legacies have generally been studied in isolation from one another.

Brazil has, on the one hand, strong institutions in various areas, improved social situation and, on the other, the rural land situation is still very precarious, with basic unresolved questions, such as for example, knowledge of what is public and private land, due to the absence of cadaster. The legislation moved forward in an attempt to link the cadasters of INCRA, the Internal Revenue Service, with information from the Registry of Real Estate with the enactment of Law No. 10,267 / 2001, creating the National Register of Rural Properties – CNIR.

    Pakistan

The current land administration system in Pakistan aims at land revenue assessment and tax collection for the fiscal purposes. This system is organised or structured on the traditional land registers and cadastral maps in paper formats, and their maintenance is mainly dependent on the hard works of the local land administrator so called “Patwari” at the grass-root level within his jurisdiction.
