Ecosystem-based adaptation (EbA) measures have been increasingly promoted in the literature, as well as in policies and practices, for their environmental and socio-economic co-benefits. The recent scientific literature has shown a growing interest to assess climate adaptation plans at the urban level, in recognition of the important role played by urban areas in addressing climate change challenges. However, little information is available on the combination of these two issues, i.e., the actual inclusion of EbA measures in climate adaptation plans at the urban level.

    China

China has a unique land use system in which there are two types of land ownership, namely, state-owned urban land and farmer collective-owned rural land. Despite strict restrictions on the use rights of farmer collective-owned land, rural land is, in fact, developed along two pathways: it is formally acquired by the state and transferred into state ownership, or it is informally developed while remaining in collective ownership.

The city of Bangalore came up with a draft structural plan 2031 to accommodate the emerging challenges of urban growth, congestion and environmental concerns through planning and regulation. In the decade 2000-2010, when the city opened itself to the booming IT industry, its developmental response to the pressures of growth has been through policy measures like airport relocation, introduction of metro rail, satellite township development, traffic improvement projects and revenue layout development.

With increasing pressures from global changes (urbanization, climate change, etc.), cities in Africa will experience difficulties in efficiently managing water resources. Most of the urbanization in Africa over the next 30 years will occur in fast-growing small towns that lack mature infrastructure. This offers a unique opportunity to implement innovative solutions based on integrated urban water management (IUWM). While IUWM approaches have been widely reported in the literature, their application has been limited.

Kenya’s unprecedented urbanisation rate offers major opportunities, but also puts to the test the new Constitution’s declaration to make access to basic services a basic right for all Kenyans.

What opportunities? Globally, the fastest, most diversifying economic growth and service extensions often occur in urbanising countries.

Good urban infrastructure services — especially transport, water supply and sanitation, electricity and solid waste management — benefit not only cities and towns, but national economies.
