    The shortcomings of the current land reforms suggest that voluntary;market-based transactions of land might not be a suitable measure to redistribute land;not to speak of wealth and power. The “policy” of national reconciliation has delivered one-sided benefits. The politics of national reconciliation are used to justify the status quo – an avoidance strategy to address the structural problems in Namibia. A more radical approach must be considered to redistribute land and capital. Only then will formerly disadvantaged people become equal co-owners of Namibia’s land and wealth.

    The VGGT Popular Version for Communal Land Administration was developed to support the Parliament of Namibia in delivering training to traditional authorities and regional institutions to enhance their capacity to administer communal land within their jurisdictions. This was carried out in line with the Communal Land Reform Act, Act 5 of 2002 and the resolutions of the 2nd National Land Conference. The Popular Version outlines 14 pertinent land governance issues in Namibia’s communal areas.

    Achieving cooperation in natural resource management is always
    a challenge when incentives exist for an individual to maximise her short term
    benefits at the cost of a group. We study a public good social dilemma in water
    infrastructure provision on land reform farms in Namibia. In the context of the
    Namibian land reform, arbitrarily mixed groups of livestock farmers have to share
    the operation and maintenance of water infrastructure. Typically, water is mainly
    used for livestock production, and livestock numbers are subject to high fluctuations

    This case study draws on research that investigated the financial sustainability of cities in the Southern African region. The research was undertaken by the South African Cities Network (SACN). The project was jointly sponsored by the Public Private Infrastructure Advisory Facility and the World Bank. The contribution by SACN of the material for this document is gratefully acknowledged. The learning material presents an outline of the many challenges of financial sustainability and effective service delivery facing Southern African cities.
