Dit rapport kijkt naar de lange termijn ontwikkelingen - de komende twee decennia - in het agrarisch gebied, met daarbij de ambities van de Stichting Natuur en Milieu in het achterhoofd. Het agrarisch gebied slaat op dat deel van Nederland dat niet verstedelijkt is noch natuurterrein. De volgende vragen worden beantwoord. - Wat mogen we in de diverse gebieden op langere termijn verwachten? - Wat is gezien de doelstellingen van SNM eigenlijk gewenst met betrekking tot het agrarisch gebied? - Welke middelen staan tot onze beschikking om de kloof tussen verwacht en gewenst te overbruggen?

Total area, types and conditions of the utilised agricultural area are essential to shaping and implementation of the Common Agricultural Policy. The purpose of this research is to analyse the situation of policy documents and basic laws (constitutions), related to the rational use of rural land and fertile soil as an important natural resource. The analysis has shown affinity of common laws of different countries in relation to the preservation and improvement of agricultural land and to the provision of necessary infrastructure conducive to the development of agriculture. Based on the analysis of legal framework, the main directions and principles of land management and land use planning in agricultural areas were concluded.

The aim of the research was to analyse the urbanized landscape change in Vilnius district. The study covers the period between the years 2009 and 2014. The study used to perform statistical, literary and comparative analysis, inventory, data systematization, graphic modelling and logical abstract methods. The results showed that during the analysed period the urbanized areas of agricultural land increased the most, these areas have increased by 593.26 hectares (30 percent of the total built-up area).

As a result of the Land Reform, property forming and land market, farm areas were often built up from a number of land plots (up to 20), sometimes with unfavourable order. With the rural development and stabilization of farm production, the role and tasks of rational territory organization are expected to increase significantly in the area. It can be forecasted that, as a result of land rent and further purchase and sell, and other transactions, many new farmland properties are expected to appear that will not correspond to the requirements of rational territorial organization.

The structure of ownership of agricultural land, despite of the developing market with agricultural land in recent years, has not changed considerably. Most of agricultural land in Slovakia is, even after 6 years from the entry of Slovakia into the EU, leased. According to the Structural census of farms (2001), the lease of agricultural land represents 96%, in 2010 it was 91% (EUROSTAT, 2010).
