    Concessions granted to investors in Cambodia have generated a deep sense of insecurity in rural forested areas. Villagers are not confined to a passive “everyday resistance of the poor,” as mentioned by James Scott, insofar as they frequently engage in frontal strategies for recovering land.     ABSTRACTED FROM EXECUTIVE SUMMARY: Land rights systems in Southeast Asia are in constant flux; they respond to various socioeconomic and political pressures and to changes in statutory and customary law. Over the last decade, Southeast Asia has become one of the hotspots of the global land grab phenomenon, accounting for about 30 percent of transnational land grabs globally. In particular, four major direct drivers (land conversion for agriculture; infrastructure development; logging (illegal and legal); forest fire) and three indirect drivers (pressure of population growth and migration; the state's weak forest management capacity; the limited funding available for forest protection) of deforestation and degradation in Vietnam are discussed, along with their implications for REDD+.

    Debates and critiques around land policy often focus on the neo-liberal agenda of formalising land as alienable property, most notably through land titling schemes. Sometimes these schemes are posited against alternatives such as land reform and community land holding under common property arrangements.     The Government of Vietnam has identified the conversion of forests to plantations of industrial crops such as rubber as one of the five drivers of deforestation and degradation in the country. Presently, Vietnam is actively participating in various international initiatives such as the Reducing Emissions from Deforestation and Forest Degradation (REDD+) and Forest Law Enforcement, Governance, and Trade (FLEGT) programmes.

    This briefing note presents the findings of seven case studies conducted from May to June 2014. The studies were conducted in Bangladesh, Cambodia, India, Indonesia, Laos, Nepal and Thailand and looked into the livelihood and food security among indigenous shifting cultivation communities in South and Southeast Asia. The briefing note provides a summary of the main findings of the case studies and the common recommendations from a multi-stakeholders consultation held August 28-29 in Chiang Mai, Thailand.
