    The German Federal Ministry of Economic Cooperation and Development (BMZ) created the Special Initiative “One world, No hunger” aimed to eradicate extreme hunger and poverty. Special focus is on Action Area 6 “Promotion of responsible land use and improvement of access to land”. The German Society for International Cooperation (GIZ) has presently implemented the Global Programme on Responsible Land Policy in 6 countries: Peru, Laos, Benin, Madagascar, Ethiopia and Uganda.

    Informal systems for land delivery, which have in many cases evolved from earlier customary practices, still account for over half the land supplied for housing in African cities and are a particularly important channel for the poor. This study examines how informal systems of housing land delivery operate in six African cities discussing how they are evolving and how they interact with formal land administration systems.

    This paper describes and analyses people’s security of access to means of production among the Karimojong herd-owners who inhabit the North-Eastern districts of Uganda. It claims that Ugandan statutory land management policy and law undermines the customary tenure system, thereby threatening access security for Karimojong agro-pastoralists.
