In Myanmar, movements for gender justice strive to foster personal and collective security, vibrant livelihoods, and political engagement during a period of rapid and uncertain transition. This article draws from the experience of the Gender Equality Network (GEN), a coalition of over 100 organisations in Myanmar. It examines three cases in which GEN sought to document existing forms of resilience and expand these mechanisms through national-level advocacy. The first describes current attempts to publicise, and eventually eliminate, violence against women (VAW).

ABSTRACTED FROM EXECUTIVE SUMMARY: Land rights systems in Southeast Asia are in constant flux; they respond to various socioeconomic and political pressures and to changes in statutory and customary law. Over the last decade, Southeast Asia has become one of the hotspots of the global land grab phenomenon, accounting for about 30 percent of transnational land grabs globally. Land grabs by domestic urban elites, the military or government actors are also common in many Southeast Asian countries.

The draft National Land Use Policy (NLUP) that was unveiled for public comment in October 2014 intends to create a clear national framework for managing land in Myanmar. This is a very important step for Myanmar, given the fundamental importance of land policy for any society – particularly those with recent and complex histories of political and armed conflict and protracted displaced populations. With 70% of Myanmar’s population living and working in rural areas, agriculture is a fundamental part of the country’s social and economic fabric.

This essay introduces a collection of ground- breaking studies that discuss responses that range from various types of organized and everyday resistance to demands for incorporation or for better terms of incorporation into land deals. Initiatives ‘from below’ in response to land deals have involved local and transnational alliances and the use of legal and extra-legal methods, and have brought victories and defeats.

ABSTRACTED FROM EXECUTIVE SUMMARY: This is one of four thematic studies on customary tenure in Cambodia, Lao PDR, Myanmar and Vietnam. These studies seek to present an analysis of customary tenure arrangements in each country and identify key challenges and opportunities for strengthening the legal recognition and protection of customary tenure. The present study on Myanmar focuses on customary tenure among upland ethnic nationalities, where colonial and state land administration systems have been poorly integrated, allowing customary systems to be sustained over time.
