    This paper analyzes frontier dynamics of land dispossessions in Ethiopia’s pastoral lowland regions. Through a case study of two sedentarization schemes in South Omo Valley, we illustrate how politics of coercive sedentarization are legitimated in the ‘civilizing’ impetus of ‘improvement schemes’ for ‘backward’ pastoralists. We study sedentarization schemes that are implemented to evict pastoralist communities from grazing land to be appropriated by corporate investors.

    Pastoralism is a global phenomenon. In Africa, where 66 per cent of is used for pastoral production, it is recognised as part of the continent’s cultural heritage. More than just a means of production, it is a way of life intrinsically linked to the identity of the individuals and communities that practise it. Given their traditionally nomadic lifestyle, the fact that pastoralists can become internally displaced is often overlooked. Some even question whether it can happen at all.

    A new way of thinking This study reflects emerging awareness of the need to see disasters as primarily social, rather than natural, phenomena. Individuals and societies can act and take decisions to reduce the likelihood of a disasters occurring or, at the very least, to reduce their impacts and the levels of loss and damage associated with them. Disasters are thus no longer being perceived as ‘acts of God’ but instead as something over which humans exert influence.

    Tenure in Mystery collates information on land under conservation, forestry and mining in the Karamoja region. Whereas significant changes in the status of land tenure took place with the Parliamentary approval for degazettement of approximately 54% of the land area under wildlife conservation in 2002, little else happened to deliver this update to the beneficiary communities in the region. Instead enclaves of information emerged within the elite and political leadership, by means of which personal interests and rewards were being secured and protected.

This report gives a comprehensive analysis of the human rights situation of indigenous peoples in Tanzania, and documents cases of human rights violations against Maasai pastoralists during 2011. 


    The information contained in this report is a result of a comprehensive survey and human rights analysis, which used both primary and secondary data collection methodologies covering a total of 10 districts and 18 villages.
