    The Land Code of Armenia becomes effective on 15 March, 1991 (art. 1). Only legislation which does not contradict provisions of the Code will apply (art. 2). The Land Code will apply to laws enacted- and rights and responsibilities arising after the Code comes into effect (arts. 3 and 4). The Council of Ministers shall, prior to 15 March 1991, propose to the Supreme Soviet the amendments ensuing from the Land Code of the legislation currently in force (art. 6). (6 articles)

    Supreme Soviet decrees that Land Code is applicable to relations originating after entry into force of Land Code, i.e. beginning from the 15th of March 1991. Land Code is applicable to relations originating before the 15th of March 1991, i.e. before entry into force of Land Code, as regards to rights and duties that would originate after entry into force of Land Code.

    The contents of this Decree are strictly limits to carrying into effect of the Law on Property. It regulates the relationships of the Law with other legislation and provides for matters of transitional nature such as existing deeds and acts and entry into force of the Law, and proposes legislative acts for the implementation of the Law.

    According to articles 65, 66 and 67 of the Land Code (1991), National Land Cadastre should provide information, to all citizens and every kind of organization, for the safeguard of efficient land use and land protection, for the harmonization of laws on land use and landownership, for the organization of proper use of land, as well as for the qualitative description and evaluation of the land, and for other issues related to land use. Surveys on the status of the land (monitoring) are conducted in conformity with uniform standards.

    The regulation contains the procedures and considerations for the allotment of land plots. The Regulation makes specifically provision for agricultural land. In the case of "condemnation" or temporary use of land for state or public needs land users or landowners are entitled to compensation. Land plots alloted to citizens, farmers and collective farms can be alienated when new land plots are alloted to them by agreement. (40 articles)
