    The present Regulations are made under the Lands Act. The Regulations provide for the management of the St. John's Urban Region Agriculture Development Area. They contain provisions on use zones, public utilities, road construction, topsoil removal, non-agricultural residential development, commercial and industrial development, agricultural use and land transfer in the area.     The present Regulation lays down provisions relating to provincial land use policies. In particular, they are intended to promote sustainable development. They serve as a guide to provincial and local authorities undertaking and reviewing land use plans. The Policies may be refined and adapted at the local level to suit the needs of different areas of Manitoba. A new land use plan, or amendment to an existing plan, shall be reviewed to ensure that it fulfills the objectives of the Policies in a reasonable manner.     The lands described in the Schedules are designated as conservation reserves with the purpose of protecting natural heritage areas and natural features on public land and preserving traditional public land uses including wildlife viewing, hunting, fishing, walking, snowshoeing, cross country skiing and boating. Furthermore, Land within a conservation reserve shall not be used for mining, commercial forest harvest, hydro-electric power development, the extraction of aggregate and peat or other industrial uses.     The present Regulations is made under the Environment Protection and Enhancement Act. Section 2 of the above-mentioned Regulation establishes the Oil Sands Environmental Monitoring Programme consisting of the Joint Canada/Alberta Oil Sands Monitoring Implementation Programme, established by Ministerial Order 25/2013 made by the Minister pursuant to section 8 of the Government Organization Act. This Programme strengthens environmental monitoring programmes for air, water, land and biodiversity in the oil sands region.
