    Myanmar's agricultural economy has been under transition from a planned to a market system since the late 1980s and has experienced a substantial increase in production. However, little research is available on the impact of economic policies in this country on agricultural production decisions and rural incomes. Therefore, this paper investigates the impact using a micro dataset collected in 2001 and covering more than 500 households in eight villages with diverse agro-ecological environments.

    Since the early 1960s, notwithstanding dire predictions of agricultural theorists and colonial observers, agricultural growth has been strong among most Southeast Asian countries. More recently, this expansion has reached the maritime domain, with the rapid development of aquatic production through sea-based aquaculture among others. In recent territorial expansion and increase in yields for export crops has been faster than for food crops.

    ABSTRACTED FROM THE INTRODUCTION: This report provides a strategic assessment of the key issues, opportunities, constraints and choices facing Myanmar’s agricultural sector. Discussion focuses on pathways that will permit agriculture to contribute meaningfully to broad-based improvements in purchasing power and food security for the country’s many landless and vulnerable households. In doing so, it aims to assist public and private stakeholders who will be making the key investment and policy decisions governing future agricultural and food security trajectories in Myanmar.

    Despite the many transformations taking place in Myanmar, its agricultural sector is lagging. A high proportion of rural households remain poor and food insecure as a result. This article examines the underlying causes of poor agricultural performance through a combination of literature and secondary data review combined with extensive field interviews with a broad range of key informants in the main agricultural zones of the country. We identify key structural changes that are needed to unleash smallholder-led agricultural transformation and broad-based rural economic growth.

    For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold.

    The type of agrarian structure employed to produce tropical commodities affects many dimensions of land use, such as ownership inequality, overlapping land rights and conflicts, and land use changes. I conduct a literature review of historical changes in agrarian structures of commodities grown on the upland frontier of mainland Southeast and South Asia, using a case study approach, of tea, rubber, oil palm and cassava.
