    Soil loss is a major threat to agricultural development in Malawi, and the size of the agricultural sector in the Malawian economy renders it a major limitation to the overall economic development of the country. Soil loss reduces cultivable soil depth, but also takes away fertile soils from farmlands. The net effect is a loss of agricultural productivity, increased expenditure on fertilizers, and a general decline in profitability of crop production.

    The region of Karamoja, located in the northeast of Uganda, is the poorest and least developed region in the country. Historically, Karamoja has been a pastoral area; crop production, which is less reliable there, has recently emerged as an important source of household food and income in some areas. Although Karamoja bears similarities to other pastoral regions in East Africa, few of its households are self-sufficient in terms of food and most rely on barter trading for much of their staple foods.

    The performance of many canal irrigation delivery systems is unsatisfactory in terms of: (i) water resources management; (ii) service to irrigated agriculture; and (iii) costeffectiveness of infrastructure management. In recent years, participatory approaches and management transfer reforms have been promoted as part of the solution for more cost-effective and sustainable irrigation services. Large agency-managed systems have been turned over partially or completely to various types of management bodies. However, the results have usually been disappointing.

    This thematic issue on land tenure and disaster risk management (DRM) stems from the recent work done at FAO on normative aspects of land tenure governance that address natural disasters through the DRM framework. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security provide, among other issues, guidance on improving tenure governance and strengthening tenure security of vulnerable people in line with the DRM framework.
