    This guide describes two of the main approaches to greenhouse gas mitigation planning in developing countries: Low-Emission Development Strategies (LEDS) and Nationally Appropriate Mitigation Actions (NAMAs). It explains the possible relationships between them and their status within the United Nations Framework Convention on Climate Change (UNFCCC). National mitigation planning processes have policy, technical and institutional dimensions that need to be addressed in an integrated and iterative manner. For each of these dimensions four key elements are outlined.

    Bioenergy sits at the intersection of three of the world’s great challenges - energy security, climate change, and poverty reduction - and has received an enormous amount of attention in the past few years. Joint work on these issues is vital considering that together, the G8 +5 Countries account for about 55 percent of the world’s population, 70+ percent of global GDP, and about 72 percent of world energy-related and industry CO2 emissions (excluding deforestation). Bioenergy statistics are inadequate and not up to date.

    A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.

    Our region is food insecure and a net importer of foods. It produces much less food than it requires due to many factors, such as limited arable land and shortage of water resources, and below world average agricultural productivity in many cases. In addition, the region suffers from excessive food losses and wastes. FAO estimated recently that food losses and waste in the world amounts to about 1.3 billion metric tons, and we estimate that our region’s share of these losses and wastes is very significant.

    An analysis of the present state of forest plantations and of current trends in plantation forestry both on a global basis and region-by-region. Economic and policy considerations in the development of plantation forestry are discussed.     Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly structured.

    Community-based natural resource management and local users of natural resources can, and in many cases do, manage resources sustainably – if their rights to do so are recognized and protected, if appropriate institutions are in place or can be developed, and if the benefits are significant, obvious and secure. The article analyses one facet of the complex relationship between law and community-based management: the problem of how national laws recognize community-based land-owning or resource managing groups.

    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting.
