    Access to safe water and sanitation and sound management of freshwater ecosystems are at the core of sustainable development. This is the aim of Sustainable Development Goal 6 (SDG 6), which includes approaches to water management such as environmental flow requirements, international cooperation, capacity building and stakeholder participation.

    This publication contains the papers presented at the Expert Consultation on Issues in Water Law Reform, convened by FAO in Pretoria, Republic of South Africa, 3 to 5 June 1997. The Expert Consultation was the first activity under, and served as a launch for, the FAO-funded and -executed project of technical assistance to the Republic of South Africa, TCP/SAF/6711 "Review of water legislation". It was arranged and timed so as to provide a comparative water law and administration input to the drafting of a National Water Bill, then underway.

    This country profile describes the state of the water resources and water use, as well as the state of agricultural water management in Uganda.     Water for agriculture draws on a range of sources - from naturally available water bodies to water supply infrastructure. In sub-Saharan Africa, only a very small percentage of arable land is irrigated. Most farmers produce food under rainfed conditions. In 1995, for instance, 89 percent of cereal production in sub-Saharan Africa was delivered from rainfed agriculture, compared to 58 percent in the West Asia and Northern Africa region (InterAcademy Council, 2004). The situation in the Sahel is very much in line with this trend.

    Our region is food insecure and a net importer of foods. It produces much less food than it requires due to many factors, such as limited arable land and shortage of water resources, and below world average agricultural productivity in many cases. In addition, the region suffers from excessive food losses and wastes. FAO estimated recently that food losses and waste in the world amounts to about 1.3 billion metric tons, and we estimate that our region’s share of these losses and wastes is very significant.

    One of the guiding mandates within the FAO Constitution is the following: “The Organization shall promote and, where appropriate, shall recommend national and international action with respect to: … the conservation of natural resources and the adoption of improved methods of agricultural production ...”. In many African countries, in addition to low yields, food production is limited by the availability of land and water resources.

    The availability and quality of clean water in many regions of the world is more and more threatened by overuse, misuse and pollution. In this context, the relationship between forests and water must be accorded high priority. Forested catchments supply a high proportion of the water for domestic, agricultural, industrial and ecological needs in both upstream and downstream areas. A key challenge faced by land, forest and water managers is to maximize the benefits that forests provide without detriment to water resources and ecosystem function.
