    Research on the sustainable use of the soil as the main agricultural resource employing different field crop rotations and tillage systems was started in 2009. The influence of new technologies on sustainable output of agricultural raw materials used for safe and good quality food and feed production was studied at the Latvia University of Agriculture, Study and Research Farm “Peterlauki” where long-term field experimental plots were established specially for this purpose. Complex investigation of the soils at the experimental plots was performed.

    The objective of the land legislation is to ensure the rights and interests of the subject in the land, which should be reflected in a clear legal regulation of procedures and conditions for seizure of land. According to the Land Code of the Republic of Kazakhstan dated 20.06.2003, all land should be used for its intended purpose. Use of land for the intended purpose means that the site should be used in accordance with the originally set goals - for agricultural production, housing, etc.

    Lands of industrial regions are often subjected to long-term contamination with heavy metals such as cadmium, zinc, lead, copper etc. Heavy metals circulate mostly due to water flows, and in the areas with humid (micro) climate, the heavy metal pollution propagates from sources with increased intensity because of acidic environment and soil water logging. We established that natural or artificial drainage effectively increases the washout of heavy metal pollutants due to subsurface and groundwater flows.

    One of the tools for management of balanced development of rural areas is spatial planning – a kind of activity regarding to organization of use and protection of land at the national, regional and local level. The issues of conservation and restoration of natural resources in rural areas are extremely relevant for Ukraine. Main environmental problems in rural areas are: degradation of agricultural land, loss of biodiversity and pollution of land, overground and underground water. In recent years a new environmental problem has emerged − desertification.

    Utilised agricultural area is one of the most important natural resources in Latvia, which provides population with food and promotes the operation of agricultural companies. Unfortunately, appropriate land management is a problem for the majority of agricultural land owners, thereby adversely affecting the efficiency of resource use and increasing possibilities for the resource depletion. Constantly new solutions are searched for in Latvia to avert inefficient use of utilised agricultural areas and reduction of land as resource.

    In article 38 of the Constitution of the Republic of Kazakhstan stipulates that citizens of the Republic of Kazakhstan must preserve nature and protect natural resources [1, p.3]. However, in Northern Kazakhstan, located significant areas of arable land to grow crops. We must not forget that arable land is the wealth of our country. It appears that in the world there is a shortage and the loss of arable land. However, the Land code of the Republic of Kazakhstan there is no concept of arable land.
