    The authors describe and analyze river basin management in the most intensely urbanized and industrialized region of Brazil. The area covered by the Alto Tiete basin is almost coterminous with the Metropolitan Region of Sao Paulo. With a drainage area of 5,985 square kilometers (2.4 percent of the state's territory), the basin encompasses 35 of the 39 municipalities and 99.5 percent of the population of Greater Sao Paulo. Population growth and urban sprawl in Greater Sao Paulo have been rapid and uncontrolled in recent decades.

    The authors describe and analyze water resources reform and decentralization of river basin management in the state of Ceara, Northeast Brazil, the poorest part of the country. The Jaguaribe river basin is located entirely within the state of Ceara. With a drainage area of 72,560 square kilometers, it covers almost half of the state's territory. The basin has 80 municipalities and more than 2 million people, about half rural and half urban, in primarily small towns, representing about a third of Ceara's population.

    The author surveys the empirical literature on the political economy of agricultural protection. He uses a detailed data set of agricultural Political Action Committee (PAC) contributions over five U.S. congressional election cycles over the 1991-2000 period to investigate the relationship between lobbying spending and agricultural protection. A detailed graphical analysis of campaign contributions by the agricultural PACs indicates that although there are very many PACs, in most sectors the majority of contributions are made by very few PACs.

    This study looks at the experience of integrated urban upgrading in a low-income neighborhood of Salvador, Bahia, Brazil. Infrastructure and social investments have been made in the community through a government program, with community participation playing a major role in the design and implementation. This approach is now perceived to be highly successful in terms of its implementation and positive impact on living conditions, and will provide the basis for a major state-wide program.

    This is a draft edition of the Poverty Environment Nexus (PEN) report for Cambodia, Lao PDR and Vietnam. The purpose of this conference edition is to present the findings from the studies that have been undertaken in each country over the last three years as well as to obtain relevant comments and feedback from the conference participants that could be included in the final edition of the report. The material presented in this report is based upon comprehensive case studies as well as national analytical work performed in each country.

    This report studies the impact that gender differences in Bangladesh have on access to energy and energy services and the consequences of these impacts based on review of recent literature on the matter. The report concludes that the structural gender differences that arise from cultural and religious norms can lead to various impacts in access to energy services which in turn can have long term consequences on women and all these factors must be considered while designing rural energy- gender projects.

    Uganda

    Mixed evidence on the impact of formal title in much of Africa is often used to question the relevance of dealing with land policy issues in this continent. The authors use data from Uganda to assess the impact of a disaggregated set of rights on investment, productivity, and land values, and to test the hypothesis that individuals' lack of knowledge of the new law reduces their tenure security. Results point toward strong and positive effects of greater tenure security and transferability.

    This report is a synthesis of information gleaned from four case studies of World Bank-financed land programs in Azerbaijan, Bolivia, Ghana, and the Lao People's Democratic Republic. The case studies were designed to both broaden and deepen our understanding of how land policies affect women and men, with an aim to applying this knowledge in very practical ways to World Ban-supported land projects.
