    Around ten years ago the government of the Gambia earmarked a strip of land along the Atlantic coast for tourism development. More recently, land in the same area is being used to provide affordable housing for civil servants. The chief of one village affected by these policies describes the problem of land shortage he now faces.

    In the Senegal river floodplain, irrigated agriculture and traditional flood recession crops (mainly sorghum) coexist. The latter depends upon the extent of the annual flood, which is partly a function of the amount of water released from the upstream Manantali reservoir. Even though recession sorghum yield is clearly smaller than that of irrigated rice, this production system, because it covers a large area, is a major contributor to total food production in Podor and Matam departments. It is therefore important to quantify areas and yields.

    This research report examines three questions that are central to IFPRI research: How do property-rights institutions affect efficiency and equity? How are resources allocated within households? Why does this matter from a policy perspective? As part of a larger multicountry study on property rights to land and trees, this study focuses on the evolution from customary land tenure with communal ownership toward individualized rights, and how this shift affects women and men differently.This study’s key contribution is its multilevel econometric analysis of efficiency and equity issues.

    This study examines the contributions of the International Food Policy Research Institute (IFPRI) between 1993 and 2001 to analysis, outreach, capacity building, and training related to the role of rural finance in poverty reduction. The IFPRI multicountry research project on Rural Finance Policies for Food Security for the Poor involved data-intensive research by more than 14 research fellows on the impacts of access to rural financial services in countries.

    In this paper, we develop an empirical model of an agro-pastoral system subject to high climatic risk to test the impact of rainfall variability on livestock densities, land allocation patterns and herd mobility observed at the community level. Also, because grazing land is a common-pool resource, we determine the impact of cooperation on these decision variables.
