    Volledige rechterlijke toetsing aan landschapswaarden vindt vooralsnog niet plaats. Zonder juridische sturing door afdwingbare wetgeving zoals een algemene maatregel van bestuur of en provinciale ruimtelijke verordening blijkt het landschapsbeleid bij de rechter krachteloos. Enkel beleidsnota’s (pseudowetgeving) volstaan juridisch gezien niet. Landschapsrecht is deel van het ruimtelijke ordeningsrecht. Voor verklaarde rijksbelangen of provinciale belangen is daarmee een tendens zichtbaar in de richting van voortgaande centralisatie en regulering, mogelijk gemaakt door de nieuwe wetgeving.

    Zware machines verpesten de bodemstructuur in de akkerbouw. In de veehouderij komt bij gras scheuren een grote hoeveelheid nitraat vrij. Dit zijn maar twee voorbeelden van ongewenste effecten van maatregelen op onze bodem. En dat terwijl de maatschappij juist verwacht dat boeren hun bodem zó beheren, dat ze ook diensten voor de samenleving kunnen leveren en dat altijd kunnen blijven doen. Het is tijd voor een duurzamer bodembeheer.

    La sécurité de la tenure est une condition essentielle à la gestion durable des forêts. La diversification des systèmes de tenure pourrait servir de base à l’amélioration de l’aménagement forestier et des moyens d’existence locaux, en particulier là où l’Etat ne dispose pas des moyens suffisants pour gérer les forêts. Au cours de la dernière décennie, de nombreux pays ont entamé des efforts de réforme de leurs systèmes de tenure forestière, en déléguant certains droits d’accès et de gestion aux ménages, aux sociétés privées et aux communautés.

    在所有发展中国家地区,妇女对农村经济做出重大贡献。妇女的这一作用因地区而异,然而,妇女获取提高生产力所需资源和机会的手段总是比男人的少。增加妇女获取土地、牲畜、教育、金融服务、推广、技术和农村就业的手段,将提高妇女的生产力,促进农业增产、粮食安全、经济增长和社会福利。仅在农业投入品方面缩小性别差距这一项,就能使一亿到一点五亿人摆脱贫困。缩小性别差距没有现成蓝图,但有些基本原则普遍适用:政府、国际社会和民间社会应携手努力,按法律规定消除歧视,促进资源获取手段和机会的平等,确保农业政策和计划考虑性别问题,聆听妇女作为可持续发展平等伙伴的声音。农业方面实现男女平等,赋予妇女权能,不仅应该做到,而且对农业发展和粮食安全至关重要。

    The present document is an update and presentation of the natural, economic and social resources for sustainable development and management of the fishery and aquaculture sector in Armenia. It aims to call attention to, and provide evidence of, the fact that fisheries and aquaculture have substantial development potentials in Armenia. The country is rich in inland water resources, but the potentials of the fishery and aquaculture sector are far from being exploited.
