    Governments need the capacity to manage price instability and its social consequences; but in countries where people suffer most, they are least able to respond, because of limited fiscal and institutional resources. This article argues that policies used by middle- and high-income countries are unsuitable for poorer, agricultural countries; it recommends instead that these nations promote broader access to land and raise land productivity. The authors explain why instruments used by richer countries, such as those that control prices and cheapen food, fail in poorer countries.

    The European Landscape Convention is the first international agreement to deal with all aspects of landscape planning, protection, and management. It emphasizes transparency, democracy, and good governance as integral parts of ‘landscape’. The ELC may inspire member states of the Council of Europe to develop better tools for planning land use and the environment; however its utility in practice is still largely untested. This article considers the relevance of the ELC to a major land use conflict in Europe today: the development of wind power.

    Nitrate Vulnerable Zones (NVZ) are employed as compulsory instruments to meet standards on EU water quality. Farmers operating in NVZs face a number of restrictions on agricultural activity and a greater requirement for record keeping in relation to timing and quantities of nitrogen inputs used. This paper presents results of a survey into the attitudes and values of farmers within the designated Nitrate Vulnerable Zones (NVZs) in Scotland. A typology based on perceptions towards water quality management was developed using factor and cluster analysis techniques.

    Competition for land between agriculture and urban uses is a global problem. Until recently, planners and policy makers have relied on regulatory ‘command and control’ planning approaches; however, there is growing interest in the use of market-based instruments to address natural resource management issues in complex and highly contested peri-urban environments. Tradable development rights are one type of market-based instrument. While tradable development rights have been used extensively in the United States, their application in Australia has been limited.

    This contribution outlines the potential of the category of gender in critical analyses of land use policy and the perspectives it offers for the development of conceptual strategies for sustainable land management. It illustrates gender mainstreaming in urban development approaches, thus showing the potential for enhancing the quality of planning and the reduction of land consumption. The paper goes on to discuss the potential for extended and differentiated communication and participation within participative planning support systems.

    Among other issues, the degrading environmental and ecological situations, the low performance scrambled city form and the loss of cultural identity in Beijing City have proved that the conventional ‘population projection-urban infrastructure-land use’ approach and the architectural urbanism approach to urban growth planning failed to meet the challenges of swift urbanisation and sustainability issues in China in general, and Beijing in particular.

    This paper examines the interacting problems which govern poor access to quality drinking water, as well as the related problems of solid waste treatment and recycling. The need for a stable political resolution of the Israel–Palestine conflict is paramount. Although long-term solutions to the crisis require a regional political solution, there are several local activities that can reduce the degradation of water supplies and larger eco-systems. These include desalination of seawater and brackish water, water import and domestic water filtration units.

    The urbanisation process in East Jerusalem has been described as a still process, in other words, a frozen or even rarely-developed process. This paper explores the Green and Open Landscape concept as one of the dominant factors described in the Jerusalem Master Plan. This factor is one that restrains urbanisation and hinders expansion of the Palestinian neighbourhoods in East Jerusalem. Both descriptive and comparative approaches were adopted to analyse and evaluate the historical development of green spaces and open landscape concepts in East Jerusalem.

    This paper analyses the land use/cover dynamics of land degradation through the interpretation of aerial photographs (1958 and 1980) and 2006 SPOT-5 satellite image of the Gerado catchment. Other, non-visual data were gathered from personal interview and focus group discussions conducted in 2010 and 2011 with local elders, farmers and development (agricultural extension) agents. The results identified the presence of cultivated and rural settlement land, shrubland, woodland, bare land, grassland, urban built up area and forest.

    Landscape provides amenities and supports recreational, residential and productive activities. It appears both as an economic resource and as a local public good. Landscape economics uses both public economics and spatial economics concepts, but draws some specificity due to the social and cultural dimensions of landscapes. Moreover, it emphasises the role of the enforcement of property rights' devices on landscape dynamics. The latter is crucial for policy makers who have to deal with various topics such as urban sprawl, agriculture policy, territorial governance and local development.
