    The paper aims to identify the rationality of peasant communities and their contribution to rural development in Kampong Thom province. To do so; an interdisciplinary analytical framework addresses the dynamics of land use and land tenure; the strategies of labor force allocation as well as the determinants of land and labor agricultural productivities amongst peasant communities. It rests on details field surveys in two communes located in very distinct agro-ecological settings of Kampong Thom province.

    Cambodia emerged in the early 1990s from 30 years of conflict, the brutal Khmer Rouge era, and a decade of Vietnamese occupation, with one of the world’s lowest per-capita incomes, and with social indicators far behind those of neighboring Southeast Asian countries. Physical infrastructure had been largely destroyed. United Nations intervention led to a peace agreement in 1991, a new constitution, elections, and formation of a coalition government, although a reduced level of conflict and political instability continued until the late 1990s.

    In economics, land has been traditionally assumed to be a fixed production factor, both in terms of quantity supplied and mobility, as opposed to capital and labor, which are usually considered to be mobile factors, at least to some extent. Yet, in the last decade, international investors have expressed an unexpected interest in farmland and in land-related investments, with the demand for land brusquely rising at an unprecedented pace.

    The key question in this article is the extent to which current real property expropriation practices in Kigali city promote spatial justice. Current studies focus on the ambiguous manner in which real property valuation had been regulated by the expropriation law of 2007, leading to unfair compensation and various conflicts between expropriating agencies and expropriated people. Following its amendment in 2015, the law currently provides clearer procedures for valuation and fair compensation, based on the market prices.

Moreover, after 40 years since the commencement of China’s Economic Reform and the de-collectivization of agriculture, it is a good time to review and reflect how China’s agricultural land systems have been transformed.

The concepts of first possession and original acquisition have long been used as entry points to Western concepts of property. For Austronesia, the concept of precedence is used in customary systems to justify and describe land claims and Indigenous authority. Conflict and political change in Timor-Leste have highlighted the co-existence of multiple understandings of land claims and their legitimacy.
