Since then the relevance, sensibility and complexity of land policy and land tenure issues have even increased, among other reasons, due to a new wave of strengthened interest in land and agriculture as an investment opportunity, a situation often referred to as “land grabbing”.

These lands are legally defined as “State” forests but are under various forms of customary tenure. The policy involves demarcating village territorial boundaries, ecological zoning of lands within village territories, and finally allocating a limited number of individual land parcels to specific households for farming.
