It also empowers the Minister to regulate radioactive minerals.The Minister of Lands, Mines and Energy shall be the main administrative authority for purposes of this Act.     This synthesis of our findings from an investigation of tenure risk in East, West, and Southern Africa, shows that a majority of tenure disputes are caused by the displacement of local peoples, indicating that companies and investors are not doing enough to understand competing claims to the land they acquire or lease. This failure in diligence is particularly noteworthy given that a majority of the disputes analyzed had materially significant impacts: indeed, a higher proportion of projects in Africa are financially impacted by tenure dispute than any other region in the world.

    This Act seeks to empower communities to fully engage in sustainable management and conservation of forests of Liberia by creating a legal framework that defines and supports community rights in the management and use of forest resources. It provides the legal framework that empowers local communities located in or near forest lands to access, manage, use and benefit from forest resources on those lands for sustenance and livelihood improvements as well as for community development. The Act provides for forestry land to be classified as Community forestry land.
