In the first part of this paper the role of the core principles in three different scenarios will be discussed. The first is a setting where a shared watercourse, but no specific treaty exists; the second, where a treaty is in the process of being negotiated; and the third where an agreement over the shared resource is in force. The second par t of the paper will look in detail at the normative content of each principle, its reflection in specific watercourse agreements and its implementation by joint bodies.

This report is based on the proceedings of the Technical Consultation on Gender, Property Rights and Livelihoods in the Era of AIDS, organized by FAO in November 2008. The WOCAT-LADA-DESIRE mapping tool is based on the original WOCAT mapping questionnaire (WOCAT, 2007). It has been expanded to pay more attention to issues such as biological and water degradation, it also places more emphasis on direct and socio-economic causes of these phenomena, including their impacts on ecosystem services. It evaluates what type of land degradation is actually happening where and why and what is being done about it in terms of sustainable land management (SLM) in the form of a questionnaire.
