    Accompanying change within Borana pastoral systems.

    Forests and pastoralism are in a state of crisis in the Borana lowlands in southern Ethiopia. State management has failed to control forest exploitation and past and present development interventions continue to undermine pastoral production systems. In this paper the authors aim to show how a fundamental misunderstanding of pastoral land management, and in particular pastoral tenure systems, has undermined traditional institutions and the environment for which they were once responsible.

    This report constitutes one of four countrywide assessments produced under the International Institute for Environment and Development’s (IIED) ‘Gender, land and accountability in the context of agricultural and other natural resource investments’ initiative. The goal of the initiative is to strengthen rural women’s livelihood opportunities by empowering them in relation to community land stewardship and increasing their ability to hold agricultural investors in East and West Africa to account. The main aim of this report is to provide a backdrop of relevant policies and practice.

    Despite progressive provisions on gender equality in Tanzania’s land laws, women have little representation in land allocation decisions, including meetings of village councils and village assemblies. Mainstreaming gender in local regulations can help to address this problem.

    The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

    Training volunteers to help their communities defend their land rights has proved an effective approach for promoting land justice in Tanzania. Report documents how Hakiardhi, a Dar-es-Salaam based research institute working on land governance issues, has established and trained a 600-strong network of male and female ‘Land Rights Monitors’ (LRMs) operating in 300 villages on various aspects of the land law, so they can help people and local governments to exercise and ensure respect for their legal rights in land disputes, particularly in relation to large-scale agricultural investments.

Their approaches, tools and methods vary widely – from legal literacy training to paralegals programmes, from participatory methodologies to help local groups register their lands or negotiate with government or the private sector through to legal representation and strategic use of public interest litigation.

    Farmer-herder conflict in sub-Saharan Africa?

    This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.
