    The Land Law of 2001 was a landmark statute intended to strengthen and protect the rights of ordinary Cambodian landholders. A land titling programme (LMAP) was initiated soon afterwards, with extensive World Bank and donor support. The land occupied by the community of Boeung Kak, in the heart of the capital was excluded from this process, despite evidence of prior residence going back decades. Instead it was classifi ed as having “unknown status” by the LMAP, as “state land” by default, and as a “development zone” by authorities.

Les modalités matérielles et le cadre juridique de leur recasement seront analysées en vue, d’une part, d’en apprécier l’efficacité, les acquis et les limites pour alimenter le débat sur le partage des bénéfices autour des barrages et, d’autre part, formuler des recommandations susceptibles d’influencer le processus dans l’intérêt de toutes les parties.

It has been developed from a range of activities, including input from research papers, a considerable number of interviews, and the testing of different processes with municipalities. The second report focuses on the notion of local land offices and their potential for promoting tenure security and incremental tenure processes.
