ABSTRACTED FROM THE INTRODUCTION: Burma has entered a pivotal stage in its political and economic development. The advent of a new quasi-civilian government has raised the prospect of fundamental reforms. This has sparked great investment interest among governments and the private sector in the region and beyond, to extract the country’s natural-resource wealth, and to develop large-scale infrastructure projects to establish strategic ‘corridors’ to connect Burma to the wider economic region.

This paper investigates the real financial consequences of investing in land with disputed tenure rights. It demonstrates that companies which ignore the issue of land tenure expose themselves to substantial, and in some cases extreme, risks. Using case study analysis, the paper connects ground-up financial thinking with empirical reality. In so doing, it makes a strong case for the need to integrate tenure-related risks more comprehensively into our financial architecture.

OVERVIEW: The Lao People’s Democratic Republic (Lao PDR) is a landlocked country situated in Southeast Asia, bordering Thailand, Cambodia, Vietnam, China and Myanmar. Despite a recent increase in the rate of urbanization and a relatively small amount of arable land per capita, most people in Lao PDR live in rural areas and work in an agriculture sector dominated by subsistence farming. Lao PDR’s economy relies heavily on its natural resources, with over half the country’s wealth produced by agricultural land, forests, water and hydropower and mineral resources.

This study assesses the determinants of forest land allocation to households in the forest tenure reforms in China in the period 1980-2005 using data from three provinces in Southern China; Fujian, Jiang Xi and Yunnan. Furthermore, it assesses the current level of tenure security on forest land and how this tenure security is affected by past and more recent policy changes.

We propose a theory of urban land use with endogenous property rights that applies to cities in developing countries. Households compete for where to live in the city and choose the property rights they purchase from a land administration which collects fees in inequitable ways. The model generates predictions regarding the levels and spatial patterns of residential informality in the city. Simulations show that land policies that reduce the size of the informal sector may adversely impact households in the formal sector through induced land price increases.

Ensemble, ces pays détiennent près de 70 % des forêts tropicales du globe, et cinq d’entre eux disposent des plus grandes surfaces de forêt tropicale : le Brésil, la RDC, l’Indonésie, le Pérou et la Colombie.
