    The Act provides for the survey of land. The 47 sections are divided into 8 Chapters: Introductory Provisions (Chap. 1); Administration of the Act (Chap. 1); Duties of Land Surveyors (Chap. 2); Original Surveys and Resurveys (Chap. 3); Division Surveys (Chap. 4); Townships (Chap. 5); Beacons and Boundaries (Chap. 6); General Plans and Diagrams (Chap. 7); Miscellaneous Provisions (Chap. 8).The Minister shall appoint a Surveyor-General to carry out the tasks specified in section 3 (sect. 2). Section 4 makes provision for the establishment of a Surveys Regulations Board.

    This Order provides for the establishment of a Land Tribunal for the purposes of section 40 of the Tribal Land Act. It prescribes the composition of the Tribunal and the procedure for lodging appeals against a decision of a land board. If, in the opinion of the Land Tribunal concerned, the points at issue in the notice of appeal are not clearly enough defined to enable it to hear and determine the matter, it may remit it to the parties or the land board concerned, with such directions or advice as it deems appropriate or necessary.

    The Principal Order is amended by substituting the word "Chairman" wherever it appears in the Order for the word "President". Paragraph (b) of subsection 3(1) is amended by inserting at the end of thereof the words "and educated to at least Cambridge School Certificate Standard".

    No person shall remove any natural resource from the Area under the jurisdiction of a District Council adopting these by-laws except under and in accordance with the terms and conditions of a removal permit (by-law 3). "Natural resources" includes firewood, gravel, sand, soil, stones, thatching, grass, veld product and river reeds. "Veld product" means any plant, root, fruit or tuber used either for consumption by humans or domestic animals or for medicinal or veterinary purposes (by-law 2).

    The text of the Act opens with an extensive interpretation section. It includes definitions of "contiguous", "diagram", "erf", "land surveyor", "owner", "reference mark", and "township". The Minister shall appoint a Chief Surveyor-General (sect. 2). The Chief Surveyor-General shall be in charge of such geodetic, topographical and cadastrial survey and land information services in the republic as the Minister of Agriculture and Land Affairs may direct and shall perform the duties specified in section 3. Offices of the Chief Surveyor-General may be established in the provinces (sect. 4).

    Section 2 empowers the Minister of Land Affairs to delegate any power conferred upon him or her by or under a law regarding land matters to a premier or member of the Executive Council of a Province or any officer contemplated in section 1 of the Local Government Transition Act, 1993. The power delegated shall be exercised subject to directions of the Minister. The Premier or a member of the Executive Council may again delegate the power delegated to him or her to specified local government officials.
