The introduction contains a succinct analysis of the main socio-economic developments affecting agriculture in the region. Living aquatic resources play a fundamental role in sustaining the livelihoods of many of the rural poor in Asia, providing crucial buffers to shock and food insecurity, and offering opportunities for diverse and flexible forms of income generation. As with any production-based intervention, the poorest groups face significant constraints to entry into aquaculture. However, aquaculture offers many opportunities for livelihood benefits that other sectors do not. Aquaculture technologies appropriate for poor people are now largely in place.

Issues relating to land and land reform have been moving up the agenda of rural poverty and food security in recent years with the increasing acceptance that the prerequisites for broad-based and equitable development include the essential need for people to have access to land and other natural resources. Access needs to be on an equitable basis allowing the poor and the disadvantaged, including women, to secure the assets needed for them and their families to generate sustainable livelihoods.

In December 1997, FAO hosted a workshop, Pluralism and Sustainable Forestry and Rural Development. to exchange information and experiences and to explore mechanisms, methods and fore for optimizing cooperation among the different groups concerned with the management of forest resources. The workshop was attended by 35 participants representing different organizations (and organizational types, geographic regions and disciplines). The articles in this issue of Unasylva are adaptations of papers presented at that workshop.
