    This Decree contains rules for the discharge of water related to agricultural activities in surface waters and provides directions for the use of pesticides. The Decree is based on, among other things, articles 6.2, 6.6 en 6.7 van de Water Act. Chapter 6 of the Water Act applies also to agricultural activities involving the use of pesticides and biocides. This Decree places restrictions on the discharge of wastewater and provides general principles and rules for such discharge.

    The scope of this Decree is to implement provisions of the Act containing rules regarding the emission of ammoniac from animal keeping premises belonging to the livestock sector so as to reduce negative effects caused by emission of ammoniac produced by agricultural enterprises. The Decree prescribes maximum emission values for various types of animal keeping. If animals, for which a maximum emission value is indicated in the Schedule, are kept, no animal keeping system shall be used with an emission factor higher than the value indicated in the Schedule.

    This Regulation, made under the Fertilizing Substances Act, makes provision for the implementation of article 5, forth comma of the Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources. It lays down minimum norms for the size of storage capacity for fertilizing substances of animal origin.

    Regulation made under the Fertilizing Substances Act and amending the Decrees cited in the title for the purpose of further reducing the pollution of water and soil by nitrate compounds caused by animal manure. Rules for good agricultural practice are prescribed in the framework of Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources.

    The Environment, Nature and Town and Country Planning Research Council shall carry out research regarding aspects of the environment, town and country planning and nature conservation and restoration in the Netherlands. The Council may submit policy proposals to the Minister of Agriculture, Nature Conservation and Fisheries, shall coordinate research efforts in the sector, shall indicate new issues in the sector regarding the environment and nature conservation and carry out other tasks laid down in article 4.

    This Decree provides for the implementation of a system of so-called "poultry rights" as proposed in the Act fertilizing Substances. A "poultry right" is basically a right to hold poultry and to produce manure from poultry. The introduction of these rights for various sectors of livestock farming aims at the control of pollution caused by manure.

    This Decree prescribes rules relative to the prevention and reduction of pollution relating to economic activities in the sphere of construction and the processing of wood. The provisions of this Decree deal with all kinds of pollution such as discharge of water, pollution of the soil and groundwater, etc. It is based on the principle that enterprises working in these sectors are for themselves responsible for control of their activities and the control mechanism is now concentrated on report by those enterprises instead of control through the granting of permits.
