Las aspersiones aéreas del Plan Colombia a las tierras cultivables del recinto San Martín causaron la devastación de sus cultivos, la contaminación del agua, la pérdida de animales de cría y alteraciones psicológicas en sus habitantes.Por ello, muchos campesinos se vieron forzados a abandonar sus tierras, pero años después retornaron a sus campos e hicieron un proceso de recuperación de suelo.

It addresses the specific issues of land tenure identified in the volume Negotiation and Mediation Techniques for Natural Resource Management published by the LSP.

Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

Concentration of land ownership, lack of access, insecurity of tenure and lack of efficiency and transparency in land administration services, are among the obstacles towards responsible governance of tenure of land and other natural resources in Latin America. These issues have been the subject of discussions and policy recommendations during many international forums, such as the International Conference on Agrarian Reform and Rural Development (ICARRD) held in Porto Alegre, Brazil, in March 2006.
