    ABSTRACTED FROM PURPOSE OF THIS MISSION: The purpose of the mission was to gather accurate and up-to-date information from a range of sources about a number of issues concerning the treatment of Tamils including the government’s attitude to diaspora activities and the treatment of members of diaspora groups, in particular members of the Transnational Government of Tamil Eelam (TGTE). The mission was also interested in gathering information about the treatment of members and former members of the Liberation Tamil Tigers of Eelam (LTTE).

    This Order, which applies in England only, makes provisions in relation to permission in principle. Permission in principle and its effect are described in sections 58A, 59A and 70(2ZZA) to (2ZZC) of the Town and Country Planning Act 1990. The planning register kept by each local planning register authority must also include, as Part 2A, a part relating to permission in principle.

    These Regulations amend the Town and Country Planning (Permission in Principle) Order 2017 to allow local planning authorities to grant permission in principle for development the main purpose of which is housing development on an application to the authority in accordance with provisions inserted into that Order by this instrument. They also concern (exemption from) environmental impact assessment procedures. The Regulations also make minor amendments to the Statutory Instruments listed in Schedule 2.

    These Regulations prescribe for England types of development for the purposes of section 108 which provides for the payment of compensation in certain cases where planning permission for development granted by a development order or a local development order is withdrawn and where on an application for planning permission for that development, the application is refused or permission is granted subject to conditions.

    These Regulations prescribe for Wales types of development for the purposes of section 108(2A) and (3C) of the Town and Country Planning Act 1990, which limits the circumstances in which compensation is payable for withdrawal or refusal of a planning permission in accordance with section 108.

    These Regulations amend, in relation to England and Wales, regulations 14 of the Town and Country Planning General Regulations 1992 in relation to expenses for the recovery of land, which is in a condition adversely affecting the amenity of a neighbourhood. Under section 215 of the Town and Country Planning Act 1990, a local planning authority may in certain circumstances serve a notice on the owner and occupier of such land, requiring steps to be taken within a specified period to remedy its condition.

    These Regulations make amendments consequential to the coming into force of the Localism Act 2011. Schedule 2 to this Order makes amendments consequential to the provisions of section 232 of the Localism Act 2011, which amends Parts II and III of the Land Compensation Act 1961 in relation to certificates of appropriate alternative development and assessment of compensation. Schedule 3 makes an amendment to Schedule 8 to thee Planning and Compulsory Purchase Act 2004, which makes transitional provision in relation to old plans and policies.
