The United Nations declared 2014 the International Year of Family Farming. Although many forms of production were once family-based, agriculture is now one of the few that are still dominated by families. Because family farms are so prevalent, making them more productive could help combat poverty and hunger in many rural areas around the world. Family farms are mostly small in scale, but they are highly diverse in other ways, and their pathways out of poverty will vary.

India’s National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS.

India’s Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) employs about 50 million men and women every year and offers an important opportunity for in-vestigating the link between public works spending and the politi-cal allocation of funds. First of all, MGNREGS is derived from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which grants citizens the “right to work” on local in-frastructure projects at a set minimum wage.

The Green Revolution bypassed the state in its first wave in the 1960s and 1970s. Subsequently, during a short interval in the late 1980s and early 1990s, the agricultural growth rate reached almost 3 percent per year, one of the highest in the country, though over a smaller base. Even this modest growth was short-lived, and stagnation has set in again. This report explores why.

The impact of India's rural employment guarantee on demand for agricultural technology

This paper investigates whether this increase in the opportunity cost of agricultural labor incentivizes farm owners to adopt labor-saving agricultural technology. Using a regression discontinuity design and new Indian agricultural census data, this paper finds that NREGA causes a shift of roughly 20 percentage points away from labor-intensive technologies toward labor-saving ones, particularly for small farmers and low-powered technologies.

Advances in agricultural development have largely been a direct result of increased usage of new technologies. Among other important factors, farmers’ perceptions of risks associated with the new technology as well as their ability or willingness to take risks greatly influences their adoption decisions. In this paper we conduct a series of field experiments in rural India in order to measure preferences related to risk, potential loss, and ambiguity.
