    This Decree of the Ministry of Environment provides for the communication of projects and operations which may cause acute or substantial pollution problems. All operations listed in section 3 shall be communicated to the State Pollution Supervision and Control Agency. They include production of pesticides and chemical fertilizer (urea). Communication of plans or operations shall include information specified in section 3. Risk assessment and information regarding pollutant contents shall be included in the communication.     The purpose of this Act is to preserve the environment in Svalbard and in particular to protect wilderness, landscape elements, flora, fauna and cultural heritage. The Act shall apply to the entire land area of Svalbard and its waters within the territorial limit. The Act consists of 103 sections divided into 10 Chapters.The Act defines the environmental protection authorities for Svalbard. Protected areas may be established for the protection of habitats, ecosystems, the wilderness or area of natural or historical value.

    According to provisions of this Decree users of arable land shall be responsible to prepare a plan for the use of fertilizing substances for the upcoming planting season in each year or a plan for a longer term in the case of use of animal manure or extensive cultivation. Such plan shall contain various indications on the required use of fertilizers. The scope of this planning is to secure an effective and rational use of fertilizing substances also for reasons of environment protection.

    This Decree of the Ministry of Environment formulates rules relative to the collection, use and storage of animal manure. These rules aim at preventing pollution of soil, air, and surface water and groundwater and at enhancing plant production. Section 5 contains standards for the spreading of manure based on GDE which is an animal manure unit. This standard is fixed for all types of husbandry animals. Section 6 grants power the County Chief to allow for spreading different as indicated in section 5. Section 7 concerns periods of fertilization during the year.

    The Decree aims at preventing pollution caused by the discharge of sludge from water cleaning or discharge installations and lays down rules relative to the right to use of sludge for agricultural purposes. Use of sludge in general requires a permit from the municipal authorities. Producers or suppliers of sludge shall be responsible for the declaration of contents which shall be drawn up in accordance with provisions contained in Annex II. Section 10 prescribes limit values for heavy metals in sludge and section 11 lays down rules relative to use of sludge on land.

    This Decree of the Ministry of Environment consists of 25 sections divided into 6 Chapters: Scope and applications sphere (I); General rules (II); Activities which shall be communicated (III); Rules for all activities (IV); Supervision and control (V); Miscellaneous provisions (VI). The scope of this Regulation is to prevent pollution and other events in Svalbard and its territorial waters which may cause harm to the fauna and flora and the natural environment. Section 5 prohibits discharge of waste which may cause harm to the environment.

    Provisions concern applications for permits made under sections 11 and 29 of the Pollution Act of 1981. They do not apply to applications which can be made also on the acts regulating surface waters or the Continental Shelf Act. The application for a permit shall include: name and address of applicant, planned activities for which a permit is sought, the property affected, foreseen pollution and its effects, planned measures for the limitation of pollution, and other interests which may be affected. Sections 3 and 4 provide for communication to authorities and publication.

    This Decree of the Ministry of Environment implements in Norway EC Council Directive 83/189 laying down a procedure for the provision of information in the field of technical standards and regulations, as amended. The scope is to prevent damage caused by accidental or intentional release of micro organisms to public health or the environment. It does not apply to micro organisms covered by other Acts including the Plant Protection Substances Act, the fertilizer Act, the Food Act, and the Genetically Modified Organisms Act.

    A Decree of the Department of the Environment to protect the environment from pollution from tanks for the storage of oil which are lying underground. The provisions of the Decree deal, inter alia, with: quality of tanks (sect. 4); control of tanks in general (sect. 5); periodical controls (sect. 6); automatic leakage control of tanks with double walls (sect. 7); notification of tanks to municipalities (sect. 9); supervisions and registration (sect. 10).
