The Land Portal Foundation's 2023 Annual Report presents a comprehensive overview of our efforts and accomplishments in transforming land data governance worldwide.
Our report highlights three fundamental pillars that have guided our work: Inform, Open, and Debate. Through these pillars, we've expanded our global database of land and property rights programs, enhanced land governance data management, supported data literacy and advocacy, and facilitated critical debates on land governance issues.

Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.

While Laos largely avoided the health impacts of COVID-19, the pandemic’s economic consequences exposed existing vulnerabilities, and left the country at the precipice of fiscal and debt crises. At the 11th national congress of the Lao People’s Revolutionary Party (LPRP), held in January 2021, the LPRP reinforced key elements of the regime’s high-stakes economic strategy but also hinted that the pandemic had encouraged a shift in economic emphasis. Even before the pandemic hit, Laos’s economic transformation had started to slow in 2019.

Through a collaborative process with the Land Law Advisory Group in Laos, this series of briefing notes addresses some of the most pressing issues in the country in relation to the recently passed Land Law (2019) and Forest Law (2019). The five briefs in the series address: tenure rights in state forestlands; customary tenure rights; tenure rights to land for collective purposes; awareness-raising for gender and social inclusive and safeguards in cases of land loss or expropriation.

Kenya, Uganda, Peru, Nepal
As forest tenure reform is mainstreamed around the world, outcomes are increasingly determined by the institutions that are responsible for administering its operationalisation and translating policy into implementation. This global study examines state institutional contexts of tenure reform in Kenya, Uganda, Nepal, Indonesia, and Peru. Interviews were administered in 2016–2017 using a fixed questionnaire applied across all countries involving 26–32 respondents from state implementers of forest tenure reform in each country for a total of 145 respondents.

Questions about how land is governed and controlled in the context of multiple crises are key to debates about fair transitions. The energy transition, net-zero ambitions, nature protection, and food system transformation all involve claims on land, water, and forests. How these claims are framed, analysed, and governed, how access to land is organised, and who gets a seat at the table to discuss key decisions are questions of urgent concern from both a fair transitions perspective and a land governance perspective. The race for the exploitation of natural resources has brought challenges of different natures, including land conflicts, mainly between investors and the local population. In some cases, the resolution of problems has been unfair due to the lack of legal knowledge and representation to help the vulnerable population. It is in this context that the paralegal figure was established, endowed with solid knowledge to voluntarily provide basic legal support to community members.
