    There is a correlation between socio-economic development, human rights and the empowerment of men and women to participate at all levels of decision making.     In this synthesis report, the issue of tenure security is addressed and assessed in several countries where government, civil society, the private sector and development cooperation initiatives have been implemented for decades. The selected case studies from fifteen (15) countries ensure not only a geographic balance but they also represent countries with different socio-economic and land-related histories and that have followed different pathways. The studies’ key findings underline the still precarious state of tenure security in many countries.

The study also aims to facilitate decision-making on the next steps needed to ensure the application of the VGGT in urban and peri-urban areas, including informing the implementers on how they can anchor the VGGT in their activities, i.e. to apply or use the VGGT in their work in urban and peri-urban areas.

    begun to liberalize land markets and, in 2012, enacted two major land-related laws.
    Implementing these new land laws has proven challenging, however, as it has been difficult to
    integrate these laws with the existing customary practices of various ethnic minorities. To
    address these and other issues UN-HABITAT Myanmar is assisting the Myanmar government in
    developing a
    Land Administration and Management Program
    (LAMP).
