While land reforms have long been motivated as a potential policy lever of rural growth and development, there is remarkably little evidence of the direct impacts of such reforms. In an effort to fill this lacunae, this paper examines South Africa's Land Redistribution for Agricultural Development (LRAD) program. We show that the implementation of this program operates as a natural experiment in which self-selected and administratively-filltered LRAD applicants receive land transfers at random points in time.

Consequences for Tenure Security, Agricultural Productivity and Land Management Practices
Journal Articles & BooksJanuary, 2008TajikistanThis paper examines the impact of land reform on agricultural productivity in Tajikistan. Recent legislation allows farmers to obtain access to heritable land shares for private use, but reform has been geographically uneven. The break-up of state farms has occurred in some areas where agriculture has little to offer but, where high value crops are grown, land reform has hardly begun. In cases where collectivized farming persists and land has not been distributed, productivity remains low and individual households benefit little from farming.

The process of decollectivization in Vietnam, leading up to the 1993 Land Law, ensured farming households the rights to market their own produce and to transfer, exchange, lease, inherit, and mortgage their land-use rights. These changes imply a reworking of relations between state, market, and household, but also within households. Although the allocation of agricultural land in northern Vietnam was relatively equitable, allocation by the state represents only one channel of entitlements to land.

We estimate whether a land reform program led to higher incomes for ethnic minority households. In 2002, in the Central Highlands of Vietnam, Program 132 directed the transfer of farm land to ethnic minority households that had less than one hectare of land. Using the 2002 Vietnam Household Living Standards Survey as a baseline, in 2008 we resurveyed over one-thousand households to provide a retrospective evaluation of the impact of their participation in Program 132.

Volume 8 Issue 6
Peer-reviewed publicationJune, 2019Africa, Central America, Asia, South AmericaLand plays an important role in the economies of developing countries, and many theories connecting land inequality with different dimensions of economic development already exist. Even though efficacious land distribution allows societies to transition from poverty to a human capital-based developed economy, ongoing issues related to property rights, inequality, and the political economy of land distribution are unavoidable. The general objective of this paper is to explore the nexus between land distribution and economic development.

BACK COVER: This book is a case study of Vietnam’s efforts to fight poverty using market-oriented land reforms. In the 1980s and 1990s, the country undertook major institutional reforms, and an impressive reduction in poverty followed. But what role did the reforms play? Did the efficiency gains from reform come at a cost to equity? Were there both winners and losers? Was rising rural landlessness in the wake of reforms a sign of success or failure?

In the complex agro-ecological conditions of Vietnam's northern borderlands, attempts by ethnic minority farmers to create sustainable livelihoods, along with the impacts of state development policies, have direct consequences for land use and land cover (LULC) change. In this paper we analyse the degree to which LULC has changed and diversified from 1999 to 2009 in Lào Cai Province and the underlying relationships with ethnic minority livelihood diversification strategies.

ABSTRACTED FROM EXECUTIVE SUMMARY: Land rights systems in Southeast Asia are in constant flux; they respond to various socioeconomic and political pressures and to changes in statutory and customary law. Over the last decade, Southeast Asia has become one of the hotspots of the global land grab phenomenon, accounting for about 30 percent of transnational land grabs globally. Land grabs by domestic urban elites, the military or government actors are also common in many Southeast Asian countries.
