Investment in agriculture is essential for sustainable development, in particular for achieving food security, adequate nutrition, decent employment, poverty reduction and environmental protection. In seeking to attract agricultural investment, many governments and local communities have entered into Agricultural Land Investment Contracts (ALIC).
This document prepared by the International Fund for Agricultural Development (IFAD) identifies strategic opportunities with the goal of contributing to the transformation of rural Lesotho towards a more resilient and economically productive environment that allows its population to sustain their livelihoods and overcome poverty and malnutrition. It sets out to identify initiatives which can contribute to inclusive commercialisation of the rural economy and creating an enabling natural and business environment for sustainable and resilient rural transformation.
This report argues that land reform, both tenancy reform and redistribution of ceiling surplus lands to the landless, is important to poverty alleviation.The paper argues that in addition to production benefits, land reform helps to change the local political structure by giving more voice to the poor. Re-distributive land reform, whether through market-assisted land reform programmes or otherwise, should remain a substantive policy issue for poverty reduction.
Poverty in the Near East and North Africa region (NENA) is mainly a rural phenomenon. Almost half (48%) the area’s population lives in rural areas. This report focuses on key rural poverty issues in 13 diverse countries in the region, without attempting to propose policy or programme actions at national or local levels. Overall, the rural poor still face traditional constraints such as water scarcity, inadequate rural infrastructure, inappropriate policies and institutions, weak local-level organisations and gender inequity.

There are 1.4 billion poor people living on less than US$1.25 a day. One billion of them live in rural areas where agriculture is their main source of livelihood. The ‘green revolution’ in agriculture that swept large parts of the developing world during the 1960s and 1970s dramatically increased agricultural productivity and reduced poverty. Many of the productivity gains accrued to smallholder farmers, supported through research and extension services.
