    This Ministerial Decree establishes that local government shall be licensing authority responsible for licencing of processing, trade and application of pesticides, SHP and toxic agricultural chemicals. Consumer protection committee subordinated to the Ministry of National Economy shall be certification authority regarding compliance of processing, trade and application of pesticides, SHP and toxic agricultural chemicals with the provisions of the national legislation.

    This Order establishes the following Methodology for restoration of degraded and desertified pastures depending upon land areas and the state of vegetation and soil: (a) natural restoration of degraded and desertified pastures by granting rest to land; and (b) restoration of pastures through pasture rotation. Measures for combating degradation and desertification of pastures shall be performed through radical improvement of pastures following recommendations of scientific research institutions and by application of agrotechnical arrangements.

    This Order establishes the modalities of protection, removal or reconstruction of land survey stations. Registration and protection of land survey stations shall pertain to the competence of the authorized state institution. Land plot on which is located land survey station and strip of land 1 meter wide around it shall be considered protection area of land survey station. Owners of land areas where land survey stations are located must timely inform the competent authority of any damages to or unauthorized removal of land survey stations.

    This Ministerial Decree establishes the modalities of compensation of losses of agricultural production due to expropriation of agricultural land for purpose not connected with agriculture and forestry offsetting investments, made by legal or natural persons to whom was re-allotted expropriated land, for land reclamation in case of damages to fertile layer of soil. Amount of compensation shall be established shall be calculated as the difference between the cost of losses and the cost of investment for land reclamation.

    This Ministerial Decree sets forth the modalities for the accurate determination and mapping of coastlines. The crossline between the surface of surface waterbodies (seas, lakes, rivers, ponds and water reservoirs) and the surface of dry land over a specified period of time shall delineate the coastline. Coastline of seas, lakes, rivers and water reservoirs can be permanent and steady; and impermanent and unsteady (average multiyear level). The coastline of the Caspian Sea shall be determined according to its average multiyear level.

    This Ministerial Decree establishes that transfer of land or protected areas to reserve land category shall be prohibited except for cases of construction of the objects of tourism infrastructure envisaged by State planning documentation, construction of waterworks of strategic importance and construction of facilities along state border. Authorization for transfer of land of protected areas shall be issued only for plots of protected areas with restricted economic activities and shall be applicable in case of impossibility of alternative construction decisions.

    The document consists of 9 Parts. The grounds for reserving land for protected areas shall be programs of development and distribution of protected areas validated in accordance with the established modalities. Plots of land destined for protected areas shall be surveyed on site by a special commission with the participation of landowners concerned. The results of on-site survey shall be legalized in the form of act with the enclosure of survey map.

The aforesaid procedures shall include: (a) acceptance of applications; (b) organization of registration and production testing of pesticides (toxic chemicals) and toxicological assessment thereof; (c) evaluation of results; (d) state registration; and (e) issuance of registration certificate.
