    Este estudio explora críticamente cómo se toman las decisiones sobre el uso del suelo y cómo estas afectan los resultados de diversos actores en dos estados del sur de México: Chiapas y Yucatán. A partir de 152 entrevistas con actores de diferentes niveles, los autores examinan los procesos de toma de decisiones sobre el uso del suelo, los procesos REDD+ a nivel subnacional y las estrategias para la distribución de beneficios a nivel de proyecto, para examinar el potencial de las nuevas iniciativas de desarrollo bajo en emisiones (DBE).

    Regions where community forest enterprises dominate the landscape have low to non-existent deforestation, sustainable forest management, enhancement of carbon stocks, forest conservation and substantial generation of sustainable livelihoods. Corruption and deforestation are also associated with some Mexican forest communities, but these regions have created a sector with hundreds of well-managed community forests that contribute to the mitigation of, and adaptation to, climate change. Some 60–70% of Mexican forests are now owned by communities.

    Women’s participation in decision making at the user-group level and in forest committees has been demonstrated to have a positive impact on forest sustainability. For example, women’s participation enhances forest regeneration and reduces illegal harvesting through improved monitoring. Their presence in forest user groups increases the groups’ capacity to manage and resolve conflicts, which in turn increases the likelihood that resource users will comply with and respect harvesting and use rules.
