This report begins by documenting the Palestinian Authority's (PA's) ongoing fiscal crisis that threatens its ability to provide basic services to the population. In 2011, the PA required about US$1.5 billion dollars in budget support, of which US$200 million to cover development expenses not funded directly by donors. However, it only received about US$814 million in budget support and US$169 million in development financing, for a total of US$983 million.

Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

The countries of East Asia and the Pacific (EAP) are among the most vulnerable in the world to the physical, social, and economic effects of natural disasters. Disaster impacts are not distributed uniformly within a population. Due to existing socio-economic conditions, cultural beliefs and traditional practices, women and men are affected differently. In many cases, the mortality rates for women in the aftermath of a disaster are much higher than those of men.

Strategies to help the one billion people worldwide who live in informal settlements have mainly focused on slum upgrading, sites and services programs, and tenure security. In contrast, there has been less attention on what enables slum dwellers to transition into the formal housing sector, which has the dual benefits of improving service access and escaping social stigma. In this paper the authors investigate residential mobility among slum dwellers in Bhopal, India.

The Forest Concession Management and Control Pilot Project (FCMCPP) overall objective was developed in the early 2000s and aims at 'testing and demonstrating, through implementation, a comprehensive set of forest planning and management guidelines and control procedures and establishing an effective forest management compliance monitoring and enforcement capability'. According to the planning handbook a separate and specific document was supposed to be prepared with regard to the social issues of the forest concession planning process in order to complete the planning process.

This paper analyzes the impact of trade reforms on household welfare. In particular, it studies the importance of each of the links that together constitute the impact using data from the Vietnamese experience in the 1990s. The implementation of trade reforms in the 1990s, most noteworthy of which was the liberalization of rice, resulted in substantial improvement in welfare as evidenced by the drastic decline in poverty. Using analytical and empirical methods, the author examines the role of each channel (direct versus indirect) in this improvement for different groups of households.

This note provides an overview of the current property taxation system in the Punjab Province based on the premise that the property tax: 1) is essentially a fiscal tool; 2) is not an instrument of social redistribution; 3) system should be kept simple; and 4) is a technical instrument with strong financial, institutional, and political connotations. This note summarizes the key attributes of the present property taxation system of the Punjab Province and proposes some solutions for improving the property tax system.
