Uganda has started its journey into urbanization and economic development. The pace of urbanization is picking up currently at 4.5 percent per year, and likely to accelerate with rising incomes. The economic benefits from urban growth will come from exploiting economies of scale and agglomeration and by increasing fluidity in factor markets that enable substitution between land and non land inputs.

A Critical Review
Reports & ResearchPolicy Papers & BriefsMay, 2012South Africa, Southern Africa, AfricaThis paper provides an overview of land reform in South Africa from 1994 to 2011, with the focus on the land redistribution. The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

Summary of Priority Policy Recommendations Drawn form World Bank Studies
Training Resources & ToolsPolicy Papers & BriefsSeptember, 2012Vietnam, Eastern Asia, OceaniaVietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

Buying, selling and mortgaging farmland
are still rare in Eastern and Central Europe. Not
surprisingly, given the level of risk in many of these
countries, short-term transactions, especially leasing, are
more common. These short-term transactions do almost as well
as land sales in allocating resources. Making them more
secure by improving simple registration and enforcement
systems and increasing public access to information on what -

The objective of the Botswana Investment
Climate Assessment (ICA) is to evaluate the investment
climate in Botswana in all its operational dimensions and
promote policies to strengthen the private sector. The
investment climate is made up of the many location specific
factors that shape the opportunities and incentives for
firms to invest productively, create jobs, and expand. These
factors include macroeconomic and regulatory policies; the -

There is compelling evidence of the
importance of gender equality for poverty reduction and
sustainable growth. So it should come as no surprise that
most development actors-international agencies, bilateral
donors, and most developing countries, have an official
policy for promoting gender equality. Millennium Development
Goal 3 (MDG3) on gender equality and women's
empowerment is shared global commitment. With only seven -

Despite significant changes in poverty
overall in Latin America, the proportion of indigenous
peoples living in poverty did not change much from the early
1990s to the present. While earlier work focused on human
development, much less has been done on the distribution and
returns to income-generating assets and the effect these
have on income generation strategies. The authors show that
low income and low assets are mutually reinforcing. For -

This sector report claims that in the
three years between 2002 and 2005 alone, almost 235,000
people have moved out of poverty in Albania. Strong economic
growth and large inflow of remittances are at the center of
this impressive achievement. However, low productivity of
predominantly small family farms has put a drag on rural
growth prospects. Moreover, Ndihma Ekonomike (NE) program,
the means-tested income support program is small in scale, -

The private enterprise sector in Bosnia
and Herzegovina (BiH) has been expanding steadily, and
estimates are that it presently contributes close to 50
percent of Gross Domestic Product (GDP). The BiH private
enterprise sector initially developed following the
privatization program starting in 1999. Under that program,
the majority of state owned enterprises (SOEs) that were
privatized were done so using the voucher privatization -

Indigenous peoples make up less than 5
percent of the world's population, yet comprise 15
percent of the world's poor. The indigenous population
of Latin America is estimated at 28 million. Despite
significant changes in poverty overall, the proportion of
indigenous peoples in the region living in poverty - at
almost 80 percent - did not change much from the early 1990s
to the early 2000s. Economic Opportunities for Indigenous
