    Conference Papers & Reports

    Madagascar

Two major innovations have inter alia emerged from the land reform in Madagascar: (i)

decentralised land management through the creation of local land offices, and (ii)

certification, which enables individuals to register private property provided the community

Brazil has, on the one hand, strong institutions in various areas, improved social situation and, on the other, the rural land situation is still very precarious, with basic unresolved questions, such as for example, knowledge of what is public and private land, due to the absence of cadaster. The legislation moved forward in an attempt to link the cadasters of INCRA, the Internal Revenue Service, with information from the Registry of Real Estate with the enactment of Law No. 10,267 / 2001, creating the National Register of Rural Properties – CNIR.

This article shows the case of the cerrado region where because of a lack of clear property rights the land market is completely immobilized.

It started with the land occupation of Piauí's cerrado region and the creation of its land market in the seventies by the State Development Agency (CONDEPI), which sold with symbolic prices very large properties for cattle and fruit production. The small landowners that occupied previously the region based on common rights were sometimes dispossessed.

Examines—from the perspective of transaction costs—factors that constrain access to land for the rural poor and other socially excluded groups in India. They find that: Land reform has reduced large landholdings since the 1950s. Medium-size farms have gained most. Formidable obstacles still prevent the poor from gaining access to land. The complexity of land revenue administration in Orissa is partly the legacy of distinctly different systems, which produced more or less complete and accurate land records.

What have we learned about land markets in South Asia about land reform, land fragmentation, sharecropping, security of tenure, farm size, land rights, transaction costs, bargaining power, policy distortions, and market imperfections (including those associated with gender)?Faruqee and Carey review the literature on land markets in South Asia to clarify what's known and to highlight unresolved issues. Sub-Saharan Africa

Based on worldwide experience and encouraging evidence from country pilots in African countries such as Ghana, Malawi, Mozambique, Tanzania, and Uganda, this new report suggests a series of ten steps that may help to revolutionise agricultural production and eradicate poverty in Africa. Ethiopia, Sub-Saharan Africa

Although many African countries have adopted highly innovative and pro-poor land laws, lack of implementation hinders their potentially far-reaching impact on productivity, poverty reduction, and governance. To assess the effects of these pro-poor land laws and analyse whether the existing doubts are justified, this report draws on the experience of Ethiopia which, over a period of 2-3 years, registered the majority of rural lands in a rapid process at rather low cost.
