Poor women in developing countries rely on land as source of livelihood. Increasing pressure on land — brought on by globalisation pressures, increased population and privatisation — undermines women’s land tenure security. The comparison of women’s land access is predominantly measured against that of men, and this has been the basis for formulating policy aimed at increasing women’s land tenure security. However, this dichotomy reduces women to a homogenous group which experiences tenure security in an identical manner, so the dichotomy masks several differences which exist among women.

Using the case of past and ongoing land tenure reforms in Mozambique, this paper aims at assessing the determinants of tenure security for households and the implications of such tenure security on their observed behavior in undertaking long-term land-related investments. An attempt is made to distinguish the source of risk of tenure insecurity as: (i) effective risk (mainly dependent on past experiences of households); and (ii) potential risk (i.e., long-term perception of tenure security).

The fight against poverty remains the key development goal of the Government of Mozambique (GoM). Success in the transformation of the agriculture sector is considered a necessary condition for meeting the goal because agriculture and poverty are closely related. About 80% of the population heavily depends on agriculture as their primary source of livelihood, and about 73% lives in rural areas. Currently, the level of agricultural productivity is low compared to that in other developing countries, including southern African countries.

We preliminarily find that providing sustainable land management (SLM) training to standard contact farmers and having them maintain demonstration plots within the community on a whole had low impact on the knowledge and adoption of SLM practices. However, the aspect of our intervention that targeted a traditionally disadvantaged group as far as their access to extension services, women, was somewhat successful in terms of improving their SLM knowledge and adoption rates. Having a female contact farmer increased the number of SLM techniques adopted by women by 10 percent.
