In recent years, there has been growing attention and effort towards securing the formal, legal recognition of land rights for Indigenous Peoples and local communities. Communities and Indigenous Peoples are estimated to hold as much as 65 percent of the world’s land area under customary systems, yet many governments formally recognize their rights to only a fraction of those lands. This gap—between what is held by communities and what is recognized by governments—is a major driver of conflict, disrupted investments, environmental degradation, climate change, and cultural extinction.

Conflict over land, combined with the systematic violation of land rights, is one of the most prominent human rights problems faced by Cambodians. The root of this problem can be traced back to the abolition of private ownership by the Khmer Rouge in 1975. This report provides an overview of the land conflicts and provides recommendations for resolving these conflicts.

The current land tenure situation and future land allocation needs of smallholder farmers in Cambodia
In Cambodia, the majority of the population is still composed of smallholder family farmers. 54% of the total labour force is employed in agriculture. They have access to 3.6 million ha of land, representing 19% of the country’s total land. The rest is divided between large scale economic land concessions (12%), public forests and protected areas, unclassified areas and some infrastructure.

Getting better information to common good land users
Quality information on land is crucial to making good decisions about it. Increasing access to this information is important, and it is particularly vital to get it to groups who focus on social and environmental missions. This report is about the information needs of these ‘common good land users’, the data that is available, and how to get it to them. It’s based on a series of interviews with common good land users, data producers, and other experts. We also explored the data, and tested some approaches to making it accessible at a ‘DataDive’ we ran with volunteer data scientists.

Shared Assets works with landowners and social and community enterprises to develop innovative ways of managing land for the common good, be it parks, farmland, woodlands, waterways, or other spaces. We also look for ways to create an environment that allows these models to thrive. One issue that comes up repeatedly is the crucial role of local authorities, both as landowners and commissioners of land-based services.

At Shared Assets we believe that land is a common resource and that it should be made to work for everyone. This means using land to generate social, environmental, and economic value. Mainstream models of land management often fail to deliver social and environmental value, whilst many also require subsidies to be profitable. We need new models of land management, and we believe land-based social enterprises can deliver them.
